For the last few months, I been thinking/debating about building a custom PC for myself so that I can play the newest games. School has took my time away and also draining my money. Don't really want to pay for a 1.5-2K custom PC right now so, I decided not to act on that and instead, just upgrade my current PC.
Some of the specs:
Manufacturer: Dell Inc.
Processor: Intel® Core i3 CPU 550 @ 3.20GHz (4 CPUs), ~3.2GHz
Operating System: Windows 7 Home Premium 64-bit (6.1, Build 7600) (7600.win7_gdr.100618-1621)
Memory: 4096MB RAM
Hard Drive: 485 GB
Sound Card: Can't locate it
Video Card: Intel® HD Graphics - Problem?
Power Supply: Input: 100-127V-8A, 200-240V-4A 50/60hz (No idea what that means, just copied it | Output: 300W max
I am playing games like BF1942 and GTA: San Andreas with low to medium video settings and my FPS bounces a lot. It will go as low as 25 and even if I do renderer.lockfps 100 to bf1942, it will not be stable. This angers me since playing bf1942 with low video settings is not a pretty sight!
I want to play games smoothly with desirable video settings. Is that possible here? What do I need to do? Also, it is possible to play games like BF3 and DayZ with this specs? (after some upgrades ofc).
I could use all the help I can get. If you need me to post additional info, let me know.

your cpu has 2 cores ... not 4 ....
u need to upgrade your psu to be able to run with even a medium videocard
an 80 dollar psu and a 200 dollar videocard will probably be best for you
geforfce 560 gtx is a good choice
250 to 300 dollars totally, and it will do wonders
you'll be able to play bf3 at an ok framerate with medium setting

If you're willing to pay $300 for a video card, the new Geforce GTX 660 Ti is out for that much. The 600 series cards are pretty good.

As already mentioned we need to know how much money you have to work with. Also what online places you plan to use or if you're planning to buy everything local and if that's the case then maybe if they have an online store we could use that to give you a parts list.

Unless he just likes the Canadian flag for whatever reason those parts list are only useful if he is in the USA.
Also why is it that no one ever include the OS in their parts list? More so when the current system is an pre-build in this case Dell where it's likely he can't just reuse the same Win7 on a whole new rig.

Don't buy the Fermi(4xx)series cards. Spend a grand and get an i7 2600k 650W PSU, 670, 8gb of ram and 500gb hdd and whatever else you need.

Funny, you tell somebody not to listen to somebody who knows exactly what they're talking about and then seriously go and recommend a 4xx series card. I wasn't aware a 480 could run Battlefield 3 on Ultra settings with 40 frames. Oh, that's right, it can't. However, a 670 can at a stable 60, if not more. 4xx series cards are known for being erratic and having very terrible heat dispersion and extremely loud, loose fan speeds. Let's buy a video card that's 4 years out of date. Meanwhile, let's talk about 20FPS gain in an ever consuming and improving market of GPU and CPU intensive games the likes of which include GW2 and Crysis 3. 200 dollars is nothing; it's well worth the extra 4-5 years you'll be getting out of your system. My i7-950 can run 26 instances of WoW before lagging, a 2600k has incredible lithography and can OC extremely well. With a Corsair H100, 750W GR PSU, he'll be looking at 8 years, min, before coming close to an upgrade. It's smarter to spend a little bit extra now than to fork it over later.
P.S. Look at the motherboard 3.0x16 slot. Now look at the GTX 670. See why I picked it?. Right now, a 670 is performing very slightly less than both my gtx 560 2gb SC's in SLI. That, and in 3-4 years, when he decides to upgrade the part that depreciates the fastest, the graphics card, the 670 will probably cost MAYBE 250 dollars.

8 years?!?!? are u kidding...PC tech is obsolete by the time it hits the shelf's...its one upgrade after maybe 2 years and then its time for a new PC IF you want to keep up with PC gaming evolution and that $200 he saves now by buying the 480 he can use to buy YOUR 670 when its $250 maybe by that time they will have patched metro 2033 so your 670 can get more than 34 FPS on ultra settings on a game that's already 2 years old.

What the fuck are you talking about? Your sense of sensationalism and irrationality is impressive. Why would he mention it in his original post when I first mentioned it in mine to further my argument against YOU. You know, oddball, your post that came chronologically after his? The frame rate debate is irrelevant in the first place. The 4xx series cards are shit. And now the 5xx series cards are apparently equivalent to the 480? Nope. Not in terms of performance or stability. bullcrap ... extremely unlikely. processing power for both gpus and cpus generally doubles every two years, meaning that after eight years, a top-of-the-line cpu / gpu will only have about 1/16 or 6.3 % (i'll be nice and say 10 %) the calculating power of a current top-of-the-line cpu / gpu. in other terms; grotesquely outdated and a complete disaster. additionally new cpus come with new instruction sets that the old ones don't have, making them even faster. and old gpus don't support new versions of directX / OpenGL, makin them even slower or completely unable to run modern games.

pc hardware wear failures ? overheating ? malware ? discontinued driver support ? all these are irrelevant ... you MUST refer to overall gpu / cpu performance, right ?
if you do, then you're wrong. looking at your current specs, it looks like you had that previous system from 2001 to 2009 or so. any home system bought in 2001, no matter how powerful, would be very outdated in 2006, and be a complete disaster in 2009.
even if you did upgrade everything but your motherboard, your cpu would be ultra weak by 2009.
and major upgrades that includes everything but the motherboard are stupid. it's smarter and more economical to buy an new system.
so after 5 to 8 years you HAD perfomance issues.
