I don't see this actually being a router problem the other 2 systems get out just fine and he has reset the router more than once. This is a local on one (1) PC problem. Either its a installed firewall or Windows has networking issues. First I would disable any and all firewalls and see if you get the full use of the net. Secondly I would start them one by one to see what the offending firewall is and thirdly I would remove said firewall from system.
I think you said Norton was recently installed I would turn it off first and try and see if you get out then. You really do not need another firewall with a router as the router does a good job of keeping people out of the local network.
With said router being reset then the ip have changed for all the computers and there is not blocking of one ip. Drop your Windows disk in and go like you are about to reinstall windows and when it says would you like to repair existing install select yes and let it repair the system files it the above does not work. This should restore the networking files to Windows defaults without losing any information.

Guys, I can't thank you enough.
In the end it was a PC 1 problem. The new norton completely reset all of my firewall settings. It even blocked IE, among all the BF's and Itunes as well.
I should have figured it out sooner I feel like a bit of a doughhead :S.
Anyways, I'm back online now and after my chem exam today I cant wait to play some Bf 2 again.
I really can't thank you guys enough for the help, I really appreciate it.
