rulluc and woodude.   i looked to see if i could find a ban.   I don't see anything . i also passed it to a higher level admin she said she did not see a ban for rlluc   we have some other admins looking higher than my lvl.

OK GUYS  this issue is fixed  RLLUC can get in server now  trelifin found  band and fixex it it was infistar ban
