Indeed, and what a remarkable assessment of that so-called Rep Bandit character... Uncanny, it's almost as if you could read in his own mind and know his very thoughts.
Very very strange, considering what solid legwork and good old tried-out police tactics have led me to: the Rep Bandit's current location! And in none other than Texas!

So far here are the clues I have gathered:
living in Texas, long lasting impotency problems, strange facial hair and, for some reason, recurringly harbors a distinct fishy smell (I still can't figure out why).
Now, tell me Tom, would that fit anyone here at Moon but you?...
